Users, and improving the services delivered to them, is an important aspect of the Supporting People programme aims. The key to improving users‘ experience of service delivery and to achieving user empowerment and increased independence is to involve them in a range of ways.

The Guide to User Involvement is primarily for staff and managers in organisations providing housing related support services. It aims to encourage all provider organisations to involve service users effectively in all aspects of housing related support services.

The guide sets out how opportunities for user involvement can be developed for users of housing related support services. It offers ideas for developing a strategy and practice for user involvement, drawing on the experiences of providers and users in the housing related support sector and examples are taken from the sector to illustrate good practice. It also sets out some principles for user involvement that will help to make user involvement strategies and practice effective. Finally, it provides a framework for providers to plan, implement and evaluate an initiative.

This paper deals with charging for Supporting People services. The aim is to identify practical policies that will foster independent living, helping people to stay in their own homes with the support they need for as long as possible; and, where people need help to make their own way in the world, organising that help in a way that does not undermine their efforts to live independently. Consulting with service users and those who represent them, the agencies who provide supported housing, and local government, the Government hopes to develop a well-balanced package of charges which are adjusted to take account of users‘ circumstances. The package aims to keep complicated and costly administration to a minimum, and to be cost neutral in its effect. Getting the cost of support right for users and providers, and keeping it simple, is crucial.

This paper should be read in conjunction with the DOH consultation and draft Guidance Fairer Charging Practices for Home Care and non-residential social services.
