Supporting People - Local Connections

As you will be aware, we introduced in the Supporting People Programme Grant Conditions for 2006/07 (for excellent and non-excellent authorities) a "local connection" condition. It would appear that some authorities are unsure how this fits with the Department's guidance on reconnections policies for rough sleepers, so I thought it would be helpful to clarify.
