Welcome to Joe Coogan
We are very happy to announce that Joe Coogan has joined us as Head of Adult Commissioning in Barking & Dagenham. Joe joins us from Knowsley Metropolitan Borough Council where he was Head of Commissioning for Adults. Prior to this Joe was Lead Officer for SP at Salford City Council where they gained Beacon Status for Excellence in Supporting People.
Joe was involved in many developments in his last post, including running a Value Improvement Project aimed at effective commissioning of Learning Disabilities service. During his time there, the Audit Commission judged the Knowsley SP Programme to have ‘excellent prospects’ (one of only 5 LA’s to achieve this out of 150 nationally)
Joe will be taking on the role of Supporting People Accountable Officer and we look forward to making good use of the experience he brings.
Chair of Commissioning Body
Following restructuring within the Authority, the SP Commissioning Body is now chaired by Jennifer Dearing. Jennifer is Corporate Head of Regeneration, which encompasses Housing Strategy.
HouseMark Award for SIOMT
The Audit Commission re-inspection in 2006 noted that the Barking & Dagenham SP Team had created a ‘Strategic Indicators Outcome Monitoring Tool’ (SIOMT) which is used to quantify provider outcomes against specific contract targets. The Audit Commission felt this was an area of good practice which should be highlighted.
Following the Audit Commission report, we have been informed that the SIOMT is to be given ‘HouseMark’ status. HouseMark is a joint venture by the Chartered Institute of Housing (CIH) and the National Housing Federation (NHF), two not-for-profit organisations dedicated to improving housing standards. They will be publicising the SIOMT as part of their vision to ‘promote and enable performance improvement and efficiency in the social housing sector'.
We are very pleased to have received this recognition and will continue to develop SIOMT with local providers.
