Inclusive Forum

Supporting People in Greenwich is committed to an ongoing dialogue with stakeholders.

 

The Supporting People Inclusive Forum involves organisations in the planning process and helps to develop working relations. The inclusive forum plays an important role ensuring that the needs of vulnerable people in Greenwich are met.

 

Members of the organisations represented, chair the forum, which meets on a quarterly basis. Forum agendas and minutes will be published here as appropriate.

 

The next Inclusive Forum meeting will be on Wednesday 27 August 2008 from 11-1.00pm at the Heritage Centre, Artillery Square, Royal Arsenal, Woolwich, SE18 4DX.
 
Supporting People Strategy

Greenwich’s Supporting People Strategy contains information about services and the programme in Greenwich. It  allows for the development of improved, flexible support provision which is ultimately driven by local needs, recognising the needs of diverse communities.

  • Information about existing services
  • Details of planned changes
  • Identification of resources and funding
  • An agreed framework for monitoring and managing schemes
  • Details of how services that work across authority boundaries will be managed

Accreditation

All non-statutory providers funded by Supporting People have to be accredited.

The purpose of the accreditation process is to ensure that the organisation is capable and competent of delivering certain services to specific customers. The five service users criteria are as follows:

  • Criteria 1: The organisation is financially viable
  • Criteria 2: It is competent and has adequate procedures to handle and account for Supporting People finance
  • Criteria 3: It has effective employment policies
  • Criteria 4: Its provider has necessary and robust management policies and procedures as a basis for delivering Supporting People services
  • Criteria 5: Its provider has either service-related competence and/or a good relevant track record

Service Reviews

LBG had carried out validation visits to all funded service providers by the end of March 2006. The team is now completing it's negotiations for steady state contracts.

 

In future services will be monitored through regular contract monitoring meetings and occasional validation visits. Further details of our contract monitoring approach will be published shortly.

 

Service Performance Indicators

There are four mandatory Service Performance Indicators (SPIs) for service providers in relation to:

  • Service availability
  • Utilisation levels
  • Staffing levels
  • Throughput

The performance return should be returned to the Supporting People on a quarterly basis. The submission dates for 2007/8 are:

Qtr 1 Monday 16th July

Qtr 2 Monday 15th October

Qtr 3 Monday 14th January (2008)

Qtr 4 Monday 14th April (2008)

 

 

Performance Data Interchange (PDI)

 

If your services are supported through the Supporting People programme you must report any changes of circumstance under the contract. This enables us to achieve the most accurate subsidy payment.

 

The PDI should be used to submit details of any changes to your clients’ circumstances within chargeable services.

 

Quality Assessment Framework (QAF)

As part of the service review, providers were required to provide information using the QAF. The QAF helps service providers to continuously improve their services, through the use of a self-assessment toolkit. The QAF has two main purposes:

 

·         To provide a means for the Supporting People team to assess the quality of services provided

·         To help raise standards within the sector

 

The QAF is made up of six core objectives and 11 supplementary objectives. The six core objectives are:

 

·         Needs assessment

·         Support planning

·         Security, health and safety

·         Fair access, diversity and inclusion

·         Protection from abuse

·         Complaints

 

LBG will continuing the requirement for
providers to self assess services using the
QAF as part of it's contract monitoring
approach.
