Abstract: The proposals for three Key Performance Indicators and a range of other National and Local Performance Measures are set out below. The attached paper has been produced by Cap Gemini Ernst and Young, who have been contracted to carry out the initial development of proposals by DTLR. The three KPIs are focused on measurement of service utilisation, availability and staffing. Further ‘beyond the interim‘ measures of service use are also set out, along with measures focused on the administration of Supporting People programme, and on monitoring the achievement of strategic objectives. These proposals have been developed in consultation with a wide range of housing and support providers and local authorities. Local authorities, support providers and others with an interest in the programme should consider the range of KPIs and other performance measures set out here, and DTLR would welcome comments on any omissions, or problems as soon as possible.

Closing date for comments on the three KPIs is 14 December 2001. The deadline for the return of pro formas on other performance measures is 30 November 2001, they should be sent to Gagandeep.Gadri@capgemini.co.uk. This initial consultation will form a basis for the work of the monitoring and review group
