Commissioning Supporting People services through partnering

A group of London Supporting People Lead Officers (from Kensington & Chelsea, Camden, Brent, Lambeth and Hackney) secured funding from the London Centre for Excellence to engage Tribal Consultants to help us explore the potential for using partnering contracts between local authorities and Supporting People providers of services for single homeless people and rough sleepers. Partnering contracts have been used for some time by local authorities and housing associations to procure repairs and maintenance services, and we wanted to test the applicability of this type of contract to Supporting People services.

This work has now been completed and the attached report and presentation sets out the findings of the project.  The five local authorities involved in this project are interested in taking this work forward via a small cross-authority pilot, and will be working on developing this project further over the next year.  The report and presentation provide useful information for anyone wishing to explore Partnering for their own Supporting People services.
