The initial consultation paper published in September 2001 on proposals "to develop and deliver a transparent and robust formula for the allocation of central government revenue funding for the Supporting People programme."

This was the second consultation paper to be published on the formula and was based on the responses to the paper above. It set out proposals for developing the formula.
