Sounding Board.
This section contains papers relating to the Supporting People Distribution Formula Sounding Board. To take the work on the SPDF forward a sounding board was set up including members of the local authorities and their representative bodies and other stakeholders.
SPDF papers
A Series of papers on the formula and its development were produced by Matrix RCL- the consultants appointed to help develop the formula.
SP Options Paper July 2004
In July 2004 an Options paper was issued to the Sounding Boeard members for their views. It was then subject to further work before being released for wider circulation on the SPKWeb as the briefing paper in September 2004.
Briefing Papers 2004
In September 2004 a briefing paper was issued to sounding board members and published on the SPKWeb "Final Supporting People Distribution Formula Briefing Paper". A version of the developing model to compliment the paper was issued at the same time following feedback from the group.
Model and Allocations
The model was developed to the point that it could be used to identify "outliers" - that is, those authorities which are likely to face longer term reductions or increases in their relative share of the Supporting People funding as the Distribution Formula is introduced.
